No of course not. Libya is not the safest place on Earth, simply the government has been forced to dis-arm roving militias as a result of this tragedy. There are still other militias which are armed as well, hiding out in different parts of the nation.

So what you are contending is 1) the only two service personnel who were armed did absolutely no good in saving lives and 2) Because of gun control, Libya is now the safest country on earth.
